当前各国对可持续交通的内涵认知尚未达成共识,发展现状缺乏系统梳理。本文对可持续交通内涵与现状开展综述研究:追溯可持续发展和可持续交通的历史演变;归纳各国际组织与国家或地区对可持续交通基本内涵的理解,界定现代可持续交通的基本含义为在考虑经济发展、社会需求、交通安全、交通公平的同时,减少交通碳排放、污染物排放和噪声等污染源对环境的影响,并降低交通能源消耗的新型交通发展模式,为后代预留持续的资源和发展空间;系统梳理16个可持续交通领域国际与国家权威机构的研究焦点;将可持续交通发展现状归纳为六大技术发展和四大发展模式,并分析其现状与主要问题,为可持续交通的未来发展提供方向支撑。
Abstract:In the context of global warming and resource scarcity, promoting sustainable transportation is a vital component of the green transformation of socio-economic systems. Yet, no universal consensus has been reached on the definition of sustainable transportation, and systematic reviews of its current development remain limited. This paper provides a comprehensive review of both the conceptual foundation and the current state of sustainable transportation. First, it traces the historical evolution of the concept. Second, it synthesized and compared definitions proposed by international organizations and national or regional authorities. Sustainable transportation is herein defined as an innovative development model that minimizes environmental impacts, such as carbon emissions, air pollutants, and noise, reduces energy consumption, and integrates economic growth, social well-being, traffic safety, and equity, thereby preserving resources and opportunities for future generations. Third, the research priorities of 16 leading international and national institutions in the field are systematically reviewed. Finally, current progress summarized in terms of six key technological advances and four developmental models, with major challenges and issues identified. The findings provide theoretical insights and strategic guidance for the future advancement of sustainable transportation.
